Job Description

As the Impact Manager for the Equitable Outcomes Team (EOT), the candidate will be the point person for driving progress, growth, replication and sustaining impact of a top equity priority for the City of Orlando government and its residents. The Manager will serve as the City of Orlando’s expert in strategy, implementation, and equitable outcomes by creating processes, tools, policies and other solutions to enable better delivery of crucial services. This individual will bring a rigorous approach to prioritization, a laser focus on outcomes, and a commitment to community engagement. This role requires a strong desire to help a local government improve a highly visible and impactful service, and a willingness to collaborate alongside government subject area experts to communicate key information to senior executives. The Manager will help ensure that this new government program creates long-term impact and that the city is set up to operate it sustainably and effectively for years to come – while continuously improving to meet resident needs.

About the Equitable Outcomes Team

The Equitable Outcomes Team (EOT) will support the City of Orlando to ensure equitable access to critical services for residents across the city. Dedicated to equity, this team of 3 results-oriented individuals will drive the implementation of a well-defined priority area, resulting in specific, measurable, and above all, equitable outcomes. The EOT is founded on project management, data science, and community engagement, and will strive to bring structure and clarity to City Hall, distilling complex challenges into digestible parts with a laser focus on execution. For the 12-month pilot period, this team of in-house implementation and social impact experts will address disparities in service delivery and scale the city’s pioneering behavioral health crisis response program–always with an equity lens.

Delivery Associates (DA) is partnering with the City of Orlando to recruit, embed, and support this team over the course of their engagement.

About the Community Response Team (CRT) Program

The City of Orlando is scaling up its Community Response Team (CRT), a mental and behavioral health crisis responder program run in partnership with the Orlando Police Department (OPD) and a behavioral healthcare provider. The program is building off initial success in its first year and is a top priority for the Office of the Mayor. The EOT will serve as an internal hub of in-house strategy and implementation experts that will support the CRT to scale-up and serve even more Orlando residents. This team’s responsibilities will also heavily focus on community engagement, working with key leaders and organizations to establish broader community awareness and buy-in for the program. More broadly, this team will help develop the city’s capacity for implementation to support work on other top equity priorities.

The mandate of the EOT includes:

  • Guiding the city to define success for the program’s scale up
  • Ensuring the right community leaders and organizations are informed, involved and engaged to build public support and use of the program
  • Defining a roadmap for how to achieve the desired success outcome
  • Supporting measurement, monitoring, and reporting of progress towards this outcome
  • Leading coordination across government to solve problems, unblock challenges, and ensure continued progress towards the outcome
  • Building capacity for delivery across the government, including in such areas as use of data and evidence, planning, performance management, and communications
  • Developing communications materials and liaising with executive leadership in the Office of Mayor, including, but not limited to the Mayor, the Chief of Staff, and various collaborating agency leads

About the year-long pilot

The city is partnering with a philanthropic partner who will fund a year-long pilot of the EOT. The pilot will run from December 2022 - November 2023 and this role will be for a fixed term for the same period.

To support the EOT’s success, Delivery Associates will provide regular technical assistance to the Head and their team to onboard, establish operations, and make progress during this year.
