Job Description

As the Priority Associate within the Equitable Outcomes Team (EOT), this individual will be primarily responsible for supporting day to day operations and activities for implementation of a top priority county program. They will also play a lead role in gathering information and interpreting qualitative data on progress and communicating key takeaways through reports, briefs and presentations. The Associate will also have experience with project management, and a desire to work on large, complex initiatives in the public sector. The ideal candidate for this role will have a passion for equitable implementation of government programs and experience in community work. This individual will also work with their team to drive community engagement and coordinate the program’s progress across multiple agencies. The Priority Associate will gain invaluable experience applying best practices developed by global experts in government policy strategy and implementation toward a cutting-edge and highly visible government program.

About the Equitable Outcomes Team

The Equitable Outcomes Team (EOT) will support LA County to ensure equitable access of critical services for its 10 million residents. Dedicated to equity, this team of 3 results-oriented individuals will drive the implementation of a well-defined priority area, resulting in specific, measurable, and above all, equitable outcomes. The EOT is founded on project management, data science, and community engagement, and will strive to bring structure and clarity to America’s most populous county, distilling complex challenges into digestible parts with a laser focus on execution. For the 12-month pilot period, this team of in-house implementation and social impact experts will address disparities in service delivery across LA County’s vast geography and improve the county’s innovative new alternative crisis response program–always with an equity lens.

Delivery Associates (DA) is partnering with LA County to recruit, embed, and support this team over the course of their engagement. 

About Alternative Crisis Response 

During the pilot period, the priority for the Equitable Outcomes Team will be the Alternative Crisis Response.

In July 2022, the County of Los Angeles began deploying a new Alternative Crisis Response (ACR) program, a mental and behavioral health crisis responder program led by the LA County Department of Mental Health. The goal of ACR is to ensure individuals experiencing a mental health crisis in LA County are treated quickly, effectively, and with empathy at the right level of care by the mental health care system so that they can remain in their community. The program is also responsible for implementing the 9-8-8 line – a mental-health focused crisis response alternative to 9-1-1 for the most populous county in the United States. 

The EOT will serve as an internal hub of in-house strategy and implementation experts that will support the county’s existing ACR team to implement a highly complex and impactful initiative serving more than 10 million residents. This EOT team’s responsibilities will also heavily focus on community engagement, working with key leaders and organizations to establish broader community awareness and buy-in for the program. The mandate of the EOT will be to broadly support implementation; specific areas of responsibility may include:

  • Supporting the county to define success for the program’s implementation and a roadmap for how to achieve the outcome
  • Leading coordination across government agencies and influencing them to solve problems, unblock challenges, and ensure continued progress towards the outcome
  • Supporting measurement, monitoring, and reporting of progress towards this outcome
  • Ensuring the right community leaders and organizations are informed, involved, and engaged to build public support for and use of the program
  • Building capacity for delivery across the government, including in such areas as use of data and evidence, planning, performance management, and communications
  • Developing communications materials and liaising with leadership for the county and relevant other local jurisdictions, including, but not limited to the Chief Executive, the Director of the Department of Mental Health, and various collaborating agency leads

About the year-long pilot

The county is partnering with a philanthropic partner who will fund a year-long pilot of the EOT. The pilot will run from approximately December 2022 - December 2023 and this role will be for a fixed term for the same period. 

To support the EOT’s success, Delivery Associates will provide regular technical assistance to the Head and their team to onboard, train, establish operations, and make progress during this year. DA will support and partner with the team through regular one-on-one coaching with global experts in delivery, and access to bespoke resources and tools to meet the needs of this leadership role and the wider team.

  • Writing and reporting: Strong written communication skills to compose reports, memos, presentations, and other materials for regular routine meetings with senior leaders; this includes the ability to effectively communicate insights from data in an accessible way
  • Qualitative data analysis and process analysis: Comfortable collecting and analyzing qualitative data to develop actionable insights to improve outcomes across large, complex projects 
  • Project management and operations: Core project management skills to independently plan and track progress on tasks, and an interest in building additional skills 
  • Communications: Strong oral communications and listening skills, and ability to work effectively with a wide range of stakeholders
  • Results-oriented: Demonstrated ability to produce outcomes with experience managing multiple tasks, working under tight timelines, and reliably delivering results

Requirements

  • Minimum of three years of work experience in a role involving project management, operations, administration, or research 
  • Bachelor’s degree 
  • Experience working in or working in partnership with local government; working with qualitative data and evidence to inform and improve policy or programming; or working in community engagement a plus
  • Individuals with prior experience working on or with community justice, crisis response, behavioral health or equity issues, and/or candidates with lived experience related to these issues or LA County preferred
  • Experience working on large scale projects that required building relationships and influencing stakeholders across multiple government agencies and interested parties highly valued
  • Must be based in and have work authorization in the United States
  • Must be willing to be based in LA County, or within commutable distance, for the term of employment which will be based in the LA County area
  • Selected candidate must be willing to undergo a background check and live scan by LA County
