With years of experience in government – including as a former elected official – Celeste is passionate about ensuring policies and programs serve the people they're designed to help. She does this by embracing the complexity of bureaucracies, stakeholder relationships, technical data, and challenging situations to help leaders clarify, prioritize, and deliver.

Delivery Experience

Celeste has guided the senior team of a national U.S. education nonprofit serving systems in 8+ states in the U.S. – and rapidly growing – through a strategic plan reset, including planning for delivery and impact. She also built an innovative, low-touch monitoring tool to help a philanthropy measure how the communities they serve, across several states, are changing – without the use of traditional, time-consuming surveys.

Other Experience

Prior to joining DA, Celeste spent 8+ years in international development and education, including as an embedded advisor to the Delivery Unit in the Ministry of Education in Liberia, and as manager of a research project investigating delivery practices in education worldwide.

Celeste was also an elected official in DC, where she advised the city on how it could better serve the 2,000 constituents she represented.
