Charity is supporting a state government office to build a whole of government, interagency approach to identify and implement evidence-based strategies aimed at reducing child poverty and increasing access to high-impact social service benefits. She also manages data collection, metric tracking, and analysis for a major philanthropic initiative dedicated to mobilizing youth climate leadership in cities across the U.S.
Prior to joining DA, Charity led an impact evaluation for a D.C.-based nonprofit, focusing on the effects of homeownership, housing empowerment, and economic mobility for their client base. She also provided technical assistance to over 60 residential communities across the U.S., guiding them through community impact surveys to identify local needs and actionable next steps.
Charity has extensive experience conducting mixed-methods evaluations for programs funded by government agencies such as the U.S. Department of State, the Millennium Challenge Corporation, and USAID, as well as UNICEF, MasterCard Foundation, and the Gates Foundation. Among her most notable projects was leading a U.S. Department of State funded performance evaluation focused on enhancing the enabling environment for women entrepreneurs to thrive in Afghanistan, Papua New Guinea, Guatemala, and Morocco. She also led a comprehensive policy and advocacy needs assessment that explored the challenges, barriers, and successes of women entrepreneurs in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.
