With a background in economics and mathematics, Emilio works with public sector partners to visualize complex problems, identify key issues, and find evidence-based solutions. His current work with the Measurement & Evaluation team focuses on assessing program impact for foundations, using data systems to measure real-world, equitable outcomes – and ultimately driving impact through clear problem solving.
Emilio's current focus is evaluation and impact analysis for the COVID-19 management metrics, creating a framework for internal colleagues and the funding partner to understand the outcomes of the work for cities and the people living in them.
Emilio has also worked with a foundation to identify a set of indicators for "livability" in the rural communities in which they work, and create a baseline index using said indicators to measure how these communities are progressing as a proxy for the foundation's impact in those communities.
Prior to joining DA, Emilio worked with the Dominican Republic, leading the technical team that designed COVID-19 economic support programs, with the aim of reducing the impact of the pandemic on job losses and poverty. As an advisor to the President, he helped design and implement a program that increased the regional export capacity of the country. He also worked with the Central Bank to design statistical monitoring tools for macroeconomic conditions in the country, especially related to the external sector.
