Summary
Hayat is a senior public sector delivery and reform leader supporting governments across Africa to translate national priorities into sustained results. She has led complex reform agendas across health, agriculture, WASH, climate, and economic transformation, working closely with Heads of State, Ministers, and senior officials to strengthen implementation, accountability, and executive decision-making. Her work combines strategic design with hands-on delivery, building institutions, teams, and systems that enable the state to deliver at scale.

Delivery Experience

At Delivery Associates, Hayat leads regional strategy and delivery across Africa and East Africa, advising senior political and administrative leaders on priority setting and reform execution. She has worked across Ethiopia, Rwanda, Senegal, Ghana, Nigeria, The Gambia, Burkina Faso, Benin, Sierra Leone, Zambia, and Cameroon, focusing on institutionalizing delivery systems and results-based management within governments.

Her work spans health, agriculture and food systems, WASH, climate and urban development, and economic transformation. She has led multi-country reforms, center-of-government delivery system strengthening, mayoral innovation programs, and executive leadership initiatives for Ministers of Health in partnership with Africa CDC.

Other Experience

Prior to joining Delivery Associates, Hayat played a central role in shaping Ethiopia’s agricultural and agro-industrial transformation agenda through her work at the Ethiopian Agricultural Transformation Agency. She led the design, incubation, and early implementation of multiple national strategies and flagship initiatives that contributed to visible improvements across the agricultural sector and adjacent value chains. Her experience also includes advisory work with the Food and Agriculture Organization of the United Nations and the World Bank.
