Juan's portfolio includes projects in both the delivery and measurement and evaluation practice groups.
Juan has led and supported implementation partnerships across North America, the Caribbean region, Latin America, and Australia. His efforts have focused on building sustainable systems that are able to deliver results through ruthless prioritization, data-targeted interventions and problem-solving, empowered leaders, and capacity building. Juan has contributed to great results in American cities, Puerto Rico, Saint Lucia, Colombia, and Chile.
As the leader of DA's Measurement and Evaluation practice, Juan has led multiple projects in North and Latin America, tailoring each approach to partners’ needs. The work includes data systems, along with quantitative and qualitative analysis, to understand impact, tell our partners’ stories, improve program design and implementation, and allocate investments in a targeted and outcomes-oriented way. He has worked with governments, organizations, and philanthropies on programs in education, health, transportation, environment, and economic mobility.
Other Experience
Prior to joining DA, Juan advised governments in Europe, the Middle East and Africa, working with the World Bank and Harvard University on economic diversification, strategy, and implementation. He also served in the Chilean Government as part of President Piñera’s Delivery Unit, Chief of Staff to the Minister of National Assets, and Advisor to the Governor of Santiago.
