Luisa is working with a major philanthropy to promote the exchange of ideas between cities. She takes a proactive role in supporting data-related tasks and general operations, ensuring the success of key initiatives. As a member of DA’s Latin America team, Luisa actively contributes to projects aimed at empowering local governments to design and implement innovative public policies tailored to the unique needs of their citizens. Her efforts are pivotal in driving impactful, data-informed solutions that foster meaningful change.
Prior to joining DA, Luisa was a Senior Research Associate at J-PAL, where she led policy-driven research and partnerships on financial inclusion. She helped identify key barriers entrepreneurs face in accessing and utilizing financial services, and analyzed their impact on small business growth in Brazil.
Additionally, Luisa served as Director of Educational Assessment for the Minas Gerais state government, where she oversaw the evaluation and implementation of education policies affecting over two million students and 3,500 public schools during the COVID-19 pandemic. In this role, Luisa developed the department’s first online education monitoring system, enabling data-driven decision-making for policymakers.
