Mina works to boost public sector productivity by building and reinforcing the skills, systems, and mutual trust needed to deliver exceptional public services to every resident in a municipal, provincial, national, or multinational system.

Delivery Experience

Mina is leading a global capacity building programme for IFAD, aimed at strengthening results-based management skills for 80+ project directors and government officials to support Sustainable Development Goals of zero hunger and poverty. She is also supporting the Delivery Unit at the WHO to help achieve the Triple Billion health targets and conducting delivery trainings for Ministries of Health in eight member countries. She is currently advising the health delivery team in Pakistan to launch a national digital health strategy aimed at improving primary health care services.

In her two years at DA, Mina has worked with government partners in the UK; the state of New South Wales, Australia; and KSA; she has conducted workshops, capacity reviews and trainings on delivery planning for 300+ civil servants. In the UK, she has supported HM Treasury in operationalising the Public Value Framework and running a review of the Coronavirus Job Retention Scheme; she has also worked with the Gates Foundation US Programme to design their education-to-workforce data strategy and build a service model for their data team.

Other Experience

Prior to joining DA, Mina led the Education Delivery Unit in Punjab, and was responsible for implementing Pakistan’s largest primary education reform programme for 52,000 schools. She directed five provincial stocktakes and helped the Education Department institute performance management routines and data-monitoring regimes to deliver improved learning outcomes for primary students in public schools.

Mina also spearheaded the development of a framework for assessing the quality of federal and provincial governance and has deep experience conducting RCTs and impact evaluation from her work at the Centre for Economic Research in Pakistan (CERP).
