Simon has over twenty-five years’ experience in public sector policy and delivery, with expertise in whole system education improvement and public sector reform.
Simon has enjoyed working with teams in Uganda, other African countries, Pakistan, USA, Brunei and the UK to establish delivery units and build capacity. In Uganda, Simon and his team focused on priorities to increase schoolteacher attendance and reduce deaths from malaria. In Pakistan, they developed education officials' capacity through a training and enrichment programme. In the UK, they worked with the Treasury to develop a “public value framework” to analyse how programmes across government both deliver outcomes and maximize public value for taxpayers.
Simon is an experienced evaluator, researcher and adviser, having led projects for national governments, local areas in the UK, and other national organisations. He worked as a secondary school teacher in London and a local authority adviser in the London Borough of Tower Hamlets; he spent over ten years working at senior levels in central and local government in the UK.
