More Than a Framework: A Method and a Mindset

Successful delivery requires working differently—changing not just the processes of a system (the methods), but also how those processes are carried out (the mindset):

  • The method is a structured framework built on practical tools, regular results-focused meetings or “routines,” and proven processes. It helps leaders set goals, design strategies, manage implementation, use data, solve problems, and sustain momentum.
  • The mindset reflects the behaviors and culture that underpin successful delivery: urgency, discipline, ambition, problem-solving, and a relentless focus on outcomes.

An Approach Built on the Right Questions

At the heart of Deliverology® is a deceptively simple premise: The key to successful delivery lies in asking—and answering—the right questions.

Five core questions guide every project, every strategy, every implementation review. These questions help leaders stay focused, clarify what matters most, and continuously improve.

1. What are we trying to do?

Setting clear, measurable goals: Every delivery effort starts with clarity. We define the problem we're tackling, set a bold aspiration, and agree on how we will measure success.

2. How are we planning to do it?

Translating goals and strategies into practical plansAmbition becomes real when it is supported by a clear, shared plan. We align roles and responsibilities, so that diverse stakeholders can work together with focus and trust.

3. At any given moment, how will we know we are on track?

Using real-time data to understand progress toward goals: Delivery must be tested against reality. We use reliable data to monitor progress and identify challenges. This keeps delivery honest, transparent, and adaptable.

4. If we’re not on track, what will we do about it?

Identifying and solving problems quickly and continuously improving: No plan survives implementation unchanged. Regular monitoring and problem-solving routines help us identify issues early and respond quickly—without losing sight of long-term goals.

5. How do we ensure lasting impact?

Building the culture, capacity, and systems needed to sustain delivery and outcomes: Delivery isn’t just about immediate results—it’s about strengthening capacity, building cultures of urgency and focus, and establishing systems that sustain progress over time.

The 15 Elements of Deliverology®

To bring these five questions to life, we use a 15-element framework—a flexible, field-tested system that outlines the approaches and behaviors systems and organizations need to deliver effectively. The elements are organized across four phases: Set Up, Plan, Implement, and Sustain.

1. Set Up – Build the foundation

  • Define the aspiration: Set bold, measurable goals that clearly articulate what success looks like and why it matters. A strong aspiration provides both vision and urgency.
  • Identify leadership and coalitions: Delivery is a team sport. Make sure the right roles are in place: a committed system leader, a delivery team to drive the work forward, and a group of credible supporters to build belief and clear roadblocks.
  • Understand context and performance: Delivery efforts must be rooted in the real world. This means analyzing data, understanding system dynamics, and validating assumptions through insights from stakeholders and the field.
  • Establish a delivery culture: Build a way of working that reflects focus, urgency, and follow-through. Culture shows up in daily habits—how teams meet, solve problems, make decisions, and work together.

2. Plan – Turn vision into action

  • Develop an evidence-based strategy: Identify and prioritize a focused set of high-impact interventions—grounded in data, insights from the field, and a clear theory of change.
  • Create a delivery plan: Turn strategy into action with a practical plan that’s detailed enough to drive implementation, but flexible enough to adapt as you learn.
  • Build or refine data systems: You can’t manage what you don’t measure. Define indicators, establish dashboards, and build systems that support real-time learning and accountability.
  • Plan for communication and engagement: Successful delivery requires shared understanding, motivation, and buy-in. Engage stakeholders, craft compelling messages, and create feedback loops that build ownership and momentum.

3. Implement – Deliver with discipline

  • Establish routines: Routines create the rhythm for monitoring, problem-solving, and decision-making. These conversations reinforce urgency, sustain focus, and ensure accountability.
  • Identify and solve problems: Delivery efforts will always encounter challenges. Stay alert to what’s going off track, dig into the underlying causes, and respond quickly with practical, targeted solutions that keep the work moving forward.
  • Capture insights and improve continuously: Delivery is a process of learning. By embedding feedback loops and creating space to reflect, we turn insights into action, strengthening the system with each cycle.
  • Build capacity to deliver: Successful delivery requires people throughout the system to operate differently. Deliberately reflect on and strengthen leadership, institutions, and habits that support continuous delivery.

4. Sustain – Make change last

  • Plan for lasting impact, scaling, and replication: From the start, design delivery efforts to be embedded in systems, scaled to new contexts, or replicated by others.
  • Assess and drive impact: Delivery is not just about outputs—it’s about measurable change for people. Build systems to evaluate outcomes and measure effectiveness.
  • Tell the story of delivery: Sustaining momentum requires belief that impact is possible and worth it. Craft compelling, evidence-based narratives that reinforce impact and build support for what comes next.
