About our program design and management practice
Most funders can find a strategy partner. Finding one who will run the day-to-day, build the data systems, manage grantee relationships, and navigate the government systems the work depends on is harder.
Delivery Associates provides program design and management consulting for large-scale social impact programs for philanthropic funders, international coalitions, and multilateral organizations, taking on that operational responsibility from concept through sustained implementation. Much of that work runs through government systems, and understanding how those systems actually move is core to how we deliver. Our engagements have included multi-billion-dollar development funds operating across more than 30 countries, and direct program support that has helped partners secure more than $279 million in competitive public funding. We work across education, health, agriculture, and economic mobility in more than 50 countries, entering at the design stage or mid-program depending on where support is needed.
How we work
Our work is guided by Deliverology®, DA's evidence-based delivery management methodology. That means establishing clear goals, building structured performance routines, and using real-time data to manage delivery, not to report on it after the fact. We manage both the technical requirements and the political and bureaucratic realities, inside government and out, that determine what actually gets done.
We build programs that outlast our involvement. That means establishing the systems, leadership practices, and performance infrastructure designed to hold beyond any single grant or contract. It also means building the coalitions and relationships that make delivery across multiple partners possible.
We set priorities, build the theory of change, and shape governance around how the program will run and who will own it once the funding ends.
Before launch, we put in place the KPIs, dashboards, and performance routines that let data shape decisions while delivery is still happening.
We work inside the program day to day, coaching grantees, coordinating partners, managing reporting, and solving problems as they come up.
We are done when the people running the program can run it without us. By then the systems, routines, and relationships are theirs.

Program Design
We help funders build programs designed to be run, not just approved. That means priority setting, theory of change development, and governance design, structured from the start around how delivery will actually work, who will own it (often the government agency that inherits the program long after the funding ends), and what will keep it on track. Design is only useful if it survives contact with implementation.
Embedded Program Operations
For funders who need more than strategic guidance, DA takes on the operational management of the program itself. We work directly with grantees, NGOs, and government agencies at every level, from national ministries to local implementers, to deliver on impact objectives, providing hands-on coaching, facilitating peer learning, managing data systems and reporting, and solving problems as they arise. We work from inside the program day to day.
Measurement, Evaluation & Performance
We build systems that track whether a program is working and make that information useful in real time. Our work includes KPI development, dashboard design, MEL frameworks, and performance analytics. We establish these systems before a program launches, so data shapes decisions while delivery is still happening, not after it ends.
Coalition & shared delivery
Many programs we manage span multiple funders, agencies, and partners, including the government bodies whose buy-in decides whether they hold. We run the coordination cadence, facilitate steering committee decisions, and align partners so separate actors move as one. Coalitions rarely fail for lack of goodwill. They fail for lack of infrastructure. We build it.

Program design is the work of turning a funder's goals into something that can be run: setting priorities, building a theory of change, defining what success looks like and how it will be measured, and designing the governance that keeps the program accountable. At Delivery Associates we design programs backward from implementation, so the question is always who will run this, how, and what will keep it on track once the funding ends.
A program management partner takes operational responsibility for a funded initiative: coordinating grantees and implementing partners, managing data systems and reporting, running performance routines, and solving problems as they come up. It fills the gap between a funder's strategy and the day-to-day work of delivering it. Our engagements have ranged from multi-billion-dollar development funds to place-based initiatives with a handful of local partners.
How is program management different from grant management? Grant management is largely administrative: disbursing funds, tracking compliance, and collecting reports. Program management is about results. It means setting shared goals across grantees, building the routines and data that show whether the work is on track, and intervening when it is not. Many funders have grant management in place and still lack the delivery infrastructure that program management provides.
A theory of change is a clear statement of how and why a program is expected to produce its intended outcomes. It links the activities you fund to the changes you expect to see, and makes the assumptions along the way explicit so they can be tested. We build one at the design stage of every program because it becomes the backbone of the measurement framework and the reference point for course-correction

Much of the program work we manage runs through government systems, whether that is a national ministry, a state agency, or a city department, and understanding how those systems move is core to how we deliver. We work with philanthropies, international coalitions, multilaterals, and the government partners who often inherit a program once the funding ends.
