We begin by understanding why the M&E system is needed. Whether it's strategy, storytelling, accountability, or learning, the system must have a clear purpose.
We ask what decisions an organization actually needs to make, who makes them, and what information would shift those decisions.
Metrics earn their place by serving a clear purpose. If a data point can't be connected to a decision someone will make, it doesn't belong in the system.
We build rigorous systems with the teams who will use them, ensuring they are usable, adaptable, and rooted in local context. We aim to leave behind a system that can evolve alongside an organization's priorities.

We help organizations design and strengthen every piece of the chain, from measurement frameworks and evaluation to modeling and the systems that hold it together, so leaders get timely, relevant information to course-correct and improve performance.
Performance, analytics, and dashboard development
We design dashboards and reporting tools for the people who will actually use them: clear, accessible, and tied to real decisions. But data only drives change if it triggers regular reflection and response, so we also build the meeting cadences, templates, and escalation routines that turn information into accountability and accountability into results.
Measurement and learning frameworks
We start by helping organizations articulate a clear theory of change, then translate it into a focused indicator set tied directly to strategic goals. Every metric is selected against a clear use case, with ownership assigned and review cycles built in from the start, so leaders can track progress over time.
Data system and AI strengthening
Unreliable data erodes trust in any system. We diagnose where data breaks down, whether in collection, storage, or interpretation, and build the infrastructure to fix it, from lightweight Excel and tableau setups to cloud databases like Azure SQL. Modeling and evaluations
Tracking progress doesn't answer whether a program caused it or whether it was worth the cost. We run evaluations tailored to the question at hand, including mixed-methods, quasi-experimental designs, and randomized controlled trials (RCTs), and layer in value-for-money analysis to help leaders compare options. Before committing resources, we also build the modeling behind big decisions: scenario analysis, forecasting, and cost and impact simulations that let partners test ideas and weigh trade-offs.

Monitoring and evaluation (M&E) is the discipline of tracking whether a program is on course, judging whether it worked and why, and feeding what you learn back into decisions. Monitoring and measurement answer "are we on track?", evaluation answers "did it work, for whom, and at what cost?", and learning is what turns both into better choices. At Delivery Associates we treat M&E as a management system rather than a reporting obligation. The test is whether it changes what gets decided.
They describe the same discipline with different emphasis. M&E (monitoring and evaluation) is the traditional term: tracking whether a program is on course and assessing whether it worked. MEL (monitoring, evaluation, and learning) adds a third piece, making explicit that the point of collecting evidence is to act on it. MLE is the same set of practices with learning placed at the center, and MEAL (monitoring, evaluation, accountability, and learning) adds accountability to the people a program serves. At Delivery Associates we use M&E as a summation of all these acronyms due its adoption across industries. Whatever the acronym, the test is the same: does the system change what gets decided?
Program evaluation is a structured assessment of whether a program achieved its intended outcomes and how it produced them. Depending on the question, that can mean mixed-methods reviews, quasi-experimental designs, or randomized controlled trials, often paired with value-for-money analysis so leaders can compare options. We tailor the design to the decision the evaluation needs to inform.
The purpose is to make better decisions about what to continue, scale, adapt, or stop. Good evaluation tells you whether a program caused the change you see, whether it was worth the cost, and where it is breaking down. When it is built into a program from the start, it also gives leaders the evidence to course-correct while delivery is still happening rather than after it ends.
Typically the funders who need to know whether their investment worked, the government or organizational leaders accountable for results, the implementing teams who will act on the findings, and the people the program is meant to serve. We involve these groups in defining the questions and indicators so the evaluation answers what each of them needs to decide. A system built with the people who will use it is one they will keep using.
